Tomas McGarvey and Chris Martin instructed in the Manston Inquiry

Tomas McGarvey represents the Ministry of Justice and Chris Martin represents the Ministry of Defence before the Manston Inquiry.

Tomas McGarvey, instructed by Nisha Raikundalia and Arfan Bhatti (Treasury Solicitors) of the Government Legal Department, acts for the Ministry of Justice and its Executive Agency, HMPPS.

Christopher Martin, instructed by Jagrup Pangly (Senior Lawyer) of the Government Legal Department, acts for the Ministry of Defence before the Manston Inquiry.

The Inquiry, chaired by Sophie Cartwright KC, is a non-statutory inquiry, with the purpose of building a clear understanding of the decisions, and circumstances which led to the conditions encountered by those detained at the Manston Short-Term Holding Facility between 1 June 2022 and 22 November 2022.

A final report is expected to set out findings of fact and make any necessary recommendations to the Home Secretary.
