Ashraf Khan appointment as HCPC Panel Chair

Chambers is pleased to announce that Ashraf Khan has been appointed as a Legally Qualified Chair of the Investigating Committee Panel (ICP) by the Health and Care Professions Council.

The HCPC is the statutory regulator of over 330,000 health and care professionals across the United Kingdom, including paramedics, physiotherapists, radiographers, occupational therapists, biomedical scientists, practitioner psychologists, dietitians and other allied health professionals. Its overarching objective is the protection of the public.

As a Legally Qualified Chair of the ICP, Ashraf will preside over panels considering fitness to practise investigations at the initial stage. The Investigating Committee determines whether there is a realistic prospect that allegations could be proved and, if so, whether there is a realistic prospect that the registrant’s fitness to practise would be found currently impaired. The role requires the application of statutory tests, structured decision-making and the delivery of clear, reasoned determinations.

The appointment involves leading multi-disciplinary panels comprising professional and lay members, ensuring that proceedings are conducted fairly, proportionately and in accordance with the HCPC’s statutory framework and regulatory objectives.

This appointment reflects Ashraf’s ongoing work in professional discipline and regulatory law, alongside his existing tribunal and quasi-judicial roles.
